Divisions for Management
There is a Division for Management in the United Nations Office at Vienna (UNOV) and one in the United Nations Office on Drugs and Crime (UNODC), both headed by the same Director who also serves as Deputy Director-General of UNOV. The UNOV Division for Management consists of the Conference Management Service (CMS), the General Support Section (GSS) and the Security and Safety Section (SSS). Its functions are to liaise and negotiate at the inter-agency level with the International Atomic Energy Agency (IAEA), the United Nations Industrial Development Organization (UNIDO), and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) on all aspects of administrative arrangements at the Vienna International Centre (VIC). The Division assists the Director-General in negotiations with the host country authorities on all management issues relating to the implementation of headquarters agreements. It provides conference services to Secretariat offices and units and organizations of the United Nations system located at the VIC; security and safety services to the users, property and buildings of the VIC; and general support services, which include the coordination of space planning (including the use of common space at the VIC), the administration of garage facilities and the provision of commercial and mail services. The UNODC Division for Management consists of the Financial Resources Management Service (FRMS), the Human Resources Management Service (HRMS) and the Information Technology Service (ITS). Its functions are to advise the Executive Director and senior officials on management and administrative issues and to provide direction and coordination of budget, accounts, human resources and information technology matters for the United Nations Secretariat entities at the VIC. The Director represents the Executive Director on management and administrative matters in relation to the United Nations governing bodies, common system inter-agency coordination machinery and inter-Secretariat consultative bodies. The Division provides financial services to the United Nations Office on Drugs and Crime (UNODC) and to other United Nations Secretariat entities at the VIC, liaises with the Office of Programme Planning, Budget and Accounts at United Nations Headquarters and with Member States on financial matters and contributions. It negotiates and administers cost-sharing arrangements for common and joint services between the Organizations established at the VIC, manages and controls all regular budget and extra-budgetary funds, effects all financial transactions and maintains financial records. The Division develops and oversees the implementation of human resources policies, and managing human resources of the United Nations Secretariat entities at the VIC, which includes policy direction, guidance, supervision and implementation of personnel policies. Finally, the Division provides information technology and substantive information management services for the United Nations Secretariat entities at the VIC and for the field offices of the United Nations Office on Drugs and Crime (UNODC).
