Division for Treaty Affairs

The Division for Treaty Affairs (DTA) is one of four divisions of the United Nations Office on Drugs and Crime (UNODC). The Division is managed by a Director, who is accountable to the Executive Director of UNODC. The work of the Division is organised in the following sub-entities:

  • Treaty and Legal Affairs Branch;
  • Terrorism Prevention Branch;
  • Commissions Secretariat Section;
  • Secretariat of the International Narcotics Control Board.

The objectives of the Division for Treaty Affairs, pursued in close coordination with other divisions of ODC and other partners, are:

  1. To fulfil the treaty obligations of the United Nations Secretariat regarding the international treaties and conventions on drug control and crime prevention; 
  2. To provide advice and assistance to Governments of member countries in formulating, implementing and monitoring treaties, conventions and other internationally binding instruments on drug control, crime prevention and criminal justice, especially in strengthening related legal frameworks, institutional capacity building and international cooperation;
  3. To provide advice and assistance to Governments of member countries in ratifying and implementing the international legal instruments relating to terrorism, especially in strengthening related legal frameworks, institutional capacity building and international cooperation;
  4. To provide necessary services to the member countries and the intergovernmental bodies of the United Nations for dialogue, standard setting and policy formulation on drug and crime issues.
